REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: COC ByLaw Revision to Advocacy Committee

Whereas it would benefit the ad-hoc committees within Legislative Council to have a body to oversee and assist the timely completion of their respective projects,

 

Whereas other UC campuses, including UC Berkeley, maintain a Committee on Advocacy Agenda Standing Committee,

 

Whereas it is necessary according to Section XV, specifically XV.A and XV.D, of the ASUCI By-Laws for the ASUCI Executive Cabinet and Legislative Council to create and implement a year-long Advocacy Agenda,

 

Whereas it is impractical for the general body of Legislative Council or for its component Rules Committee, Finance Committee, or Public Info Committee Standing Committees to implement the Advocacy Agenda, as their time is already consumed with legislation and tasks specific to the standing committees,

 

Whereas the Committee on Committees Standing Committee’s duties as listed in the bylaws, (Article XIV Sec. A), have been overly ambitious in keeping oversight over all commissions of ASUCI,

 

Whereas the committee has had consistent difficulties in maintaining communication with ASUCI commissioners and chairs of various student-advisory boards,

 

Whereas without such communication the committee is functionless,

 

Let it be resolved that the standing committee, Committee on Committees, be abolished

 

Let it further be resolved that the terminated committee be replaced with the Advocacy Committee,

 

Let it further be resolved that the bylaws read accordingly, (changes indicated in bold, removed sections in strike-out):

 

XIV. ADVOCACY COMMITTEE

A. The Advocacy Committee shall be concerned with the activities and projects of all Legislative Council ad-hoc committees and the academic year’s advocacy agenda.

 

1. The Advocacy Committee shall be responsible for:

a. Thoroughly reviewing the creation of each ad-hoc committee. Each ad-hoc committee will present a proposal to the Advocacy Committee, which will include the following:

i. The name and general purpose of the ad-hoc committee

ii. The names of two or more fellow Legislative Council members who wish to participate in the ad-hoc committee (the number of names will be determined by the scope of the ad-hoc committee’s project and as approved by the Advocacy Committee)

iii. The names of possible non-Legislative Council partners in the fulfillment of the ad-hoc committee’s projects (faculty, departmental heads, student-interest organizations)

iv. Proposals for individual projects (if applicable), for the fulfillment of each ad-hoc committee’s mission statement

b. Reviewing the progress of each ad-hoc committee throughout the academic year, which will include the following:

i. Collecting written reports from each ad-hoc committee chairperson regarding the activities of the committee for that respective week

c. Providing oversight of all committee appointments by verifying committee attendance on a quarterly basis and certifying that reports on the committee meetings have been collected from each representative.

i. If a representative appointed by ASUCI fails to fulfill their obligations, the committee may request that Legislative Council remove the representative from their position.

ii. If the representative was nominated by ASUCI but appointed by another entity, Legislative Council may recommend that the position be revoked.

iii. Executive Officers and Council members shall also be required to verify committee attendance on a quarterly basis and provide reports on the meetings.

c. Presenting a report on the state of all the aforementioned committees at the first Legislative Council meeting of each quarter

 

2. The ASUCI President shall be a non-voting member of the Committee on Committees.
