REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Amortized Loan to the ASUCI Express Shuttle System

Whereas the ASUCI Express Shuttle System is a program under the purview of the Associated Students, University of California, Irvine,

 

Whereas, the program has been undergoing continuous expansion since its inception in 1987,

 

Whereas, the current transport system provides 1.32 million passenger rides annually and the fleet currently consists of 21 buses,

 

Whereas, the buses have traditionally parked in the CT Lot adjacent to Arroyo Vista,

 

Whereas, beginning September 2008 the CT Lot will be used as a staging area for Phase III of the American Campus Communities (ACC) construction, as well as ARC parking during the construction of a parking structure in the existing ARC Lot,

 

Whereas, Campus Planning has identified a parcel of land, and said parcel needs to be paved and outfitted with a series of necessary improvements.

 

Therefore, Let it be resolved that Legislative Council immediately authorize $625,000 from ASUCI reserves for costs associated with the new lot and accompanying temporary structure, electrical, water, etc.,

 

Let it further be resolved that the loan will be repaid to ASUCI Reserves from Measure S funds over the course of five years and interest will be repaid annually, in addition to the principal amount,

 

Let it further be resolved that interest will also be repaid at the current Short Term Investment Pool (STIP) rate, which fluctuates monthly,

Let it further be resolved that ASUCI continue to seek a memorandum of understanding from the University guarenteeing permanancy of the Shuttle Parking lot, or futher reasonable accomodations,

Let it finally be resolved that if the costs exceed $625,000 additional Legislative Council approval will be required.
