Item Number: 1 Legislation Number (B: Bill, R: Resolution): B47-01
Author:   Jun Wang   Second:  Bruce Aquino
Synopsis: SHOCK Reallocation
Date of Presentation: 9-27-11

Whereas, the Office of the Vice-President of Student Services has decided to sponsor and plan the annual Shocktoberfest (herein SHOCK) event as proposed and unanimously approved by the Legislative Council in the ASUCI Budget 2011-2012 (B46-38, approved 6/2/2011),

Whereas, SHOCK has been set for the date of October 14th, 2011 and is open to all UC Irvine undergraduate students, as long as space permits,

Whereas, SHOCK is an established tradition of the UC Irvine campus and it is an integral part to student life,

Whereas, SHOCK had budgeted ($10,000 ) as a source of revenue from sponsorships, which in previous years had always been made available by third-party sponsors, but said sponsorships were not granted this year for time sensitive and financial reasons,

Whereas, SHOCK experienced a cancellation of one artist, and additional funds are absolutely needed to fund a new artist in lieu of loss of budgeted sponsorship,

Whereas, the contract for the new artist must be signed and handled in an immediate manner and before the end of summer in order to secure the signing of the artist in time for SHOCK,

Whereas, accounts such as Reggaefest, occur later in the year when budget surpluses from other accounts are more readily available, if needed,

Whereas, the Office of the Vice-President of Student Services cannot spend more than the allocated budget, funds must be moved from REGGAEFEST Entertainment Cost budget to SHOCK’s budget in order to cover the loss in sponsorship and the extra cost of the new artist,

Whereas, the Fall 2011 quarter has not officially begun and only a Summer Council can properly vote in such measure in accordance to the ASUCI By-Laws Articl VI, Section D,

Let it be resolved, that a total of $5,000.00 be transferred to the account, entitled Shock (account # -7415) from the following accounts:

Reggaefest entertainment cost (account # -7435)            $5,000.00

Let it further be resolved, that the Summer Council has voted to approve this bill and per ASUCI By-Laws this bill will be revisited within the first three meetings of the Fall Quarter by the full-in-session Legislative Council (Article IX, Section H),
