REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Avicii Paid Concert Show

Whereas, per the bylaws of ASUCI, it is the duty of the Office of Student Services to create new and maintain old programs at UC Irvine to enhance student life on campus,

Whereas, Student Services has undertaken the task to coordinate and promote a major paid admission concert at the UC Irvine Bren Events Center, with the artists Avicii, & Steve Aoki

Whereas, General Admission tickets to UC Irvine students are $30.00, tickets for any other current college student is $35, and tickets for Alumni of UCI/affiliates ware $40,

Whereas, the Bren Events Center has been checked and is vacant for the potential event date,  

Whereas, this is an opportunity to build a positive relationship with the Bren Events Center, where many programs are held and that ASUCI is using more frequently,

Whereas, the concert will exhibit quality music and currently has a lot of support and excitement from students and adults on and off campus,

Whereas, this potential Avicii has gained a lot of PR already and has had articles/conversations from reddit, myUCIrvine, quadstacked, and facebook  

Whereas, ASUCI did not promote the “Bring Avicii to UCI” page and it has already received 1,200+ likes within a week,

Whereas, surveys have been taken within social media groups and have received positive responses from the majority of people that have responded,   

            (Student Services Survey: 67% yes, 5% no, 28% maybe (39 votes))

            (SPOP staff Survey (includes Alumni) 82.6% yes, 10% no, 7.4% maybe (86 votes))

            (Freshman class of 2015: 70% yes, 25.6% no, 4.4% maybe (43 votes))

            (Ondas: Freshman Hall: 80% yes, 0% no, 20% maybe (15 votes))

Whereas, in the hypothetical situation where not all the money is returned to reserves (but we are extremely confident that this will sell out), we can charge $5 or $10 at Reggaefest for guests to offset some costs,

Whereas, Business Marketing commissioners will work to find a company to co-partner with, instead of a sponsorship, to take the risk of offsetting costs of money that is not gained back, but in the case that money is profited, they will receive 10% of profits after reserves is paid back,

Whereas, Penn State is having their Avicii concert next month, November 2011, and their concert sold out for their students with 1 hour,

Whereas, we can use this event and the big pool of people that follow Avicii to also address and spread awareness regarding other issues that ASUCI is working on,

Whereas, the new campus org Electronic Dance Union more commonly known as .EDU, sold out their event with 650+ tickets for “Turn it up” at the UCI Student Center who had a student DJ and 80% of their ticket sales were from UCI students,

Whereas, ASUCI has not been the only student government to partake in a similar endeavor,

Whereas, ASUCSD profited from their paid admission concert in April 2009 at the RIMAC Arena, and funds were used toward future festivals and events, including Sun God Festival,

Whereas, ASUCI must front the funds needed to execute the concert, including the rental of the facility, advertising, production, artists, security, labor, and ticket printing,

Whereas, financial reserves exist to balance outstanding payments,

Whereas, any paid concert has financial risks attached but equally contains potential financial gains depending on the success of the concert and all other variables involved in the sale of the admission tickets,

Whereas, ASUCI will receive funds from ticket sales and potential sponsorships with the intention to pay for the costs of the concert,

Whereas, portions of the profits from this financial endeavor will be donated to a philanthropic cause (either Camp Kindle or From Goals To Wells or both) and thus, further benefit this community, which could pave the way and inspire other schools to hold paid concerts and donate proceeds to other philanthropic causes,

Whereas, ASUCI held a paid concert in 2010, which served as a learning experience for the production of future paid concerts, and the current Student Services VP first-hand witnessed this experience while working as a commissioner,

Whereas, the Student Services VP has a committee solely for this event that consists of the concerts commissioners and other non-ASUCI affiliates to focus on this project only,

Whereas, this year’s Student Services VP will make a thorough transition binder including all elements of planning a paid admission show at the Bren Events Center to benefit future generations of programming,

Whereas, even in times where ASUCI has less money to put into programming, student life on campus should be sustained to continue to enrich students’ UCI experience with music, culture, and school spirit,

Whereas, the By-laws of ASUCI currently allow for an executive officer to present a bill to “utilize” funds from reserves as stated:

“The process by which ASUCI reserves accounts may be accessed is as follows:

a. A member of legislative council or executive officer may write a bill to utilize ASUCI Reserve account funds, which is seconded by a member of legislative council. The author must designate a specific amount that will be transferred from ASUCI Reserves into a designated account. A 2/3 vote from legislative Council is required.”

-ASUCI By-Laws (Article XVIII, Section D, Subsection 2)

 

“The conditions that must be met to access the ASUCI Reserves account include the following:

 

a. Purchase of equipment or technology that provides a long-term benefit to the organization.

b. Unanticipated one-time expenses that are necessary and vital to the organization.

c. Payroll funds for a new position in Student Government that is necessary and vital to the organization.

 

Let it be resolved, that the Legislative Council approve the use of $170,000 for the production of a paid concert from the ASUCI Reserves, and that amount is to be transferred into a new account solely for the purpose of this paid concert,

Let it further be resolved, that the Legislative Council acknowledges that any income from ticket sales and sponsorships will go directly back to the ASUCI Reserves to cover the withdrawal of the funds, and in the event of a financial surplus, a portion of the profits will go to a philanthropic cause to be decided at a later time.
