REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: By-Law Amendment: Policy on Meat

Whereas, the Earth’s climate is changing due to anthropogenic green-house gases (GHGs),

Whereas, livestock produce 18% (if only life-cycle of livestock are considered)/51% (if deforestation for livestock and lives of life-cycle are considered) of anthropogenic GHGs[1][2],

Whereas, water is becoming increasingly less available and is needed for life,

Whereas, 1 unit of beef takes 15 times more water than 1 unit of wheat[3],

Whereas, more water is saved by not eating meat for 3-4 days than not showering for the entire year[3],

Whereas, if all grain livestock feed was instead directly consumed by humans, it could feed about 800 million people(the USA population is a over 300 million)[4],

Whereas, Animal protein takes more than 8 times as much fossil fuel energy than plant protein and animal protein is only 1.4 times more nutritious than plant protein[4],

Whereas, eating meat from many farms/factory farms is cruel to animals,

Whereas, this financial policy would affect all future budgets such as the budget in B48-18

Whereas, a financial policy cannot fulfill the following by-laws in "IX. LEGISLATION, I. Bills, 2. The format of a bill shall include the following:" due to the nature of policy,

Whereas, all financial policies must be created with a bill,

 

Let it be resolved that the following by-laws "IX. LEGISLATION, I. Bills, 2. The format of a bill shall include the following" be suspended for this By-Law amendment.

Let it be resolved that the By-Laws be amended to create a financial policy on meat,

Let it be further resolved that ASUCI create a By-Law amendment under Article XVIII GUIDELINES FOR THE EXPENDITURE OF ASUCI FUNDS as Section H stating the following:

No ASUCI money may be used to purchase meat products or meat by-products. (Meat is defined as flesh from mammals, birds, fish, amphibians, and reptiles; meat does not include dairy products and eggs).
