Item Number: 96 Legislation Number (B: Bill, R: Resolution): B49-17
Author:   Patrick Chen   Second:  Naaila Mohammed
Synopsis: SPFB Funding Midyear Reappropriation
Date of Presentation: 4-3-14

Whereas the ASUCI Student Programming Funding Board (SPFB) provides funding allocations to Registered Campus Organizations (RCO) for programming events throughout the academic year and;

Whereas funds allocated to RCO’s must be used only for open, on-campus events that provide social, cultural, and educational value for the general student body and;

Whereas SPFB funding is the only viable funding option for many RCO’s campus programming events and;

Whereas SPFB funding is allocated following review of funding request application and interview with the SPFB members and determined through a rubric based, tiered funding system that funds programs at 15% interval tiers and;

Whereas the SPFB funding account for the 2013-2014 academic year has been exhausted due to funding allocations to over 60 RCO’s this year so far and;

Whereas there are RCO’s that will request SPFB funding during the Spring Quarter but will be denied funding if more funding is not made available to the SPFB account and;

Whereas the SPFB members were not alerted to the situation until funds were already exhausted during Week 10 of Winter Quarter 2014 and;

Whereas it is ASUCI’s responsibility and promise to the student body to support RCO program funding request sand;

Whereas a companion Resolution “SPFB By-Law Amendment: Funding Guidelines“ for this Bill has been submitted to prevent future occurrences of premature exhaustion of the SPFB funding pool and;

Whereas per the ASUCI Constitution Article IV Legislative Council, Section B, Part 2, Legislative Council by a 3/4 voting members vote may authorize a funding “appropriation which would effect a deficit between income and expenses for the fiscal year” and;

Therefore let it be resolved that ASUCI Legislative Council approves deficit spending in the Student Programming Funding Board Account [7600-7600] not to exceed $38,000.
