All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Whereas in recent years students of all levels of the education system have been negatively impacted both financially and socially from statewide initiatives burdening students; and Whereas students currently cannot use self-imposed student fees paid to publicize an association's stance on propositions that affect education; and Whereas Proposition 76 would give the governor unprecedented power over the state budget; and Whereas Proposition 76 would give current and future governors the authority to single-handedly line-item-veto budget allocations in addition to the power to directly cut funding for such items as the UC Budget or Academic Preparation funding without the current checks and balance mechanisms; and Whereas for the past four years higher education has faced continuous cuts by the state, threats of the elimination of outreach programs, numerous fee increases and reductions in "return to aidâ€; and Whereas ASUCI firmly believes that this issue directly affects students across the entire UC system, effectively threatening the future cultural and economic diversity of the university for current and future students; and Whereas student governments should have the right to educate students on Proposition 76 and also explain why associations have decided to officially come out in opposition to the initiative, and the UC Office of the President has chosen to interpret their own policies to prohibit such action; and Whereas ASUCI believes that this aforementioned right is protected by the First Amendment of the Constitution of the United States of America, Whereas ASUCI believes that this policy to be in violation of our freedom of speech as an organization, and that student governments are an autonomous entity and, with appropriate refund mechanisms, should be allowed to utilize our funds in our campaigns for/against propositions that affect higher education; Whereas ASUCSB has been threatened with legal retaliation for publicizing their legislatively-approved stance on Proposition 76 on their voter information guides, Let it be resolved that ASUCI supports ASUCSB in their fight for student fee autonomy, and if necessary, officially support their association in any legal actions. |
