REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Smoking Ban On All University Property

Whereas “the Surgeon General of the United States has determined that cigarette smoking is the leading preventable cause of illness and premature death in the United States” as indicated in the University of California, Irvine’s Smoking Policy and,

 

Whereas the University of California, Irvine has already limited the areas in which individuals may smoke as outlined in Sec. 903-14 of the Environmental Health & Safety Policies and,

 

Whereas second hand smoke is considered significantly deleterious to the health of non-smokers and,

 

Whereas many cities in the state of California have prohibited smoking on city property, near public high schools, in city parks and,

 

Whereas the city of Berkeley recently barred individuals from smoking on all commercially zoned sidewalks and,

 

Whereas it is the mission of the University of California, Irvine to promote healthy, educated decision making and,

 

Whereas the harmful affects of smoking have been recorded and validated by years of scientific research and are known to many,

 

Let it therefore be resolved that the Associated Students of the University of California at Irvine kindly request that the policy regarding smoking on campus be amended to prohibit smoking, in any form, on all University property entirely, including on-campus housing areas, and that the University eliminate or remove all currently designated areas in which smoking is permitted.

 

Let it further be resolved that the Associated Students of the University of California at Irvine also request that the University take additional measures to enforce this new policy to the best of its ability in order to protect non-smokers from the harmful affects of second hand smoke and that it believes that the current policy relegating smokers to a certain and specified distance from University buildings is ineffectual and insufficient for the protection of non-smokers.
