REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Bicycle Policy Enforcement

Whereas, the University of California Irvine has implemented a policy banning bicycles from being ridden on many parts of the campus that have been traditional thoroughfares, and

 

Whereas, the said policy set restrictions for the purpose of setting a higher standard of safety on campus, and


Whereas, the bicycle riding experience has been inhibited on campus, thus compromising an emission free form of commuting which the University of California Irvine should encourage.  However, the new policy is solely responsible for the inhibited bicycle experience, and

 

Whereas, the research conducted by undergraduate researcher Kirstin Morgan concluded that the main reason that bicycles deviate from their path on ring road is to evade pedestrians that walk in the designated bicycle lane, and

 

Whereas, while the restriction of bicycles on Ring Road is enforced, pedestrians are not regulated on the bicycle paths, and

 

Whereas, not regulating pedestrians can lead to causing safety concerns that the policy intended to eradicate, particularly since there is now a concentrated stream of bicyclists.


Let it therefore be known that the undergraduate student body has resolved that a more comprehensive enforcement policy will increase safety for bicyclists and pedestrians alike, while increasing accessibility for bicyclists, and


Let it further be resolved that the undergraduate student body suggest that a revised biking policy be accommodated with said specifications in mind for the sake of safety and more carbon-free sustainable commuting, and

 

Let it also be resolved that the Bicycle Education and Enforcement Program (B.E.E.P.) promote and distribute bells or noise making fixtures for bicycles whenever possible so that bicyclists can make their presence better known to nearby pedestrians.
