All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: ASUCI Supporting Students at UCSD

WHEREAS, On Monday, February 15th, an off-campus party was held named the "Compton Cookout, " where UC San Diego students participated in reproducing racist stereotypes of the Black community and intentionally organized this party to mock the ongoing celebrations of Black History Month; and, 

WHEREAS, the "Compton Cookout" and the two other "private" parties that were planned for the following weekend involved hundreds of UCSD students, framed as an expression of contempt for Black History Month and the free use of hate speech; and, 

WHEREAS, On Thursday, February 18th, between the hours of 11:00pm and midnight a group of students on the UCSD Student Run Television Program (SR-TV) made statements in support of the "Compton Cookout" party, by stating racial epithets targeted towards the black community and expressed the support for such hate speech; and, 

WHEREAS, On Friday, February 19th, a piece of cardboard was found in the UCSD Koala Newspaper's office stating "Compton Lynching," which was posed as a direct threat to the Black student population at UCSD; and,  

WHEREAS, On Thursday, February 25th, a noose was discovered dangling on a light fixture in the UCSD library;and,

WHEREAS, the same weekend that these parties occurred, UC San Diego's Black Student Union (BSU) and Movimiento Estudiante Chicano (MEChA) hosted their annual joint high school conference, where hundreds of high school students came together from all over Southern California to empower students through educational workshops, caucus spaces, influential speakers to ensure that there are safe spaces for students of color on this campus; and, 

WHEREAS, this past Fall 2009 only 1.3% of the 4000+ undergraduate students admitted to UC San Diego were Black students; and, 

WHEREAS, the undergraduate Black student population at UC San Diego has never reached above 3% since its founding in 1960; and, 

WHEREAS, Black students currently represent less than 2% of the undergraduate population at UC San Diego, a percentage that is scarcely better than the 1% representation of Black people among faculty and academic professionals; and,

WHEREAS, hundreds of UCSD students have threatened to transfer or withdraw their admission from UCSD due to lack of action taken by the administration; and,

WHEREAS, earlier this year the UCSD Black Student Union, with the larger statewide coalition, organized and coordinated the "Do UC Us? Campaign" in an effort to increase the numbers of Black students on the UC San Diego campus; and, 

WHEREAS, the "Do UC Us? Campaign" clearly addressed the issues of campus climate at UCSD compiled with Admission statistics and criteria, diversity and yield reports from the University through the form of student testimonials, demands and student-initiated programs to increase the yield of Black students; and, 

WHEREAS, the call for a campus climate committee was called for by supportive faculty in 2006 and since then has yet to be institutionalized at UCSD; and, 

WHEREAS, UCSD administrators have chosen to exonerate themselves from responsibility for the actions of students and groups involved in hate speech through the legal repercussions of the first amendment and because the specific events technically occurred "off-campus,"; and, 

WHEREAS, since these events have occurred many students have reiterated that UCSD must prioritize creating a healthier campus climate to address the needs of historically underrepresented communities; and, 

WHEREAS, the undergraduate population of the University of California, Irvine only consists of 2.2% of Black students; and,

WHEREAS, On Wednesday, March 3rd, the Black Student Union at UCI along with other students held a silent rally to demonstrate their alliance with the students at UCSD; and,

WHEREAS, it is the responsibility of the Associated Students of UCI (ASUCI) to represent the entire student body and promote diversity and equality throughout the campus;

LET IT BE RESOLVED, that ASUCI stands in solidarity with the demands of UCSD’s Black Student Union to guarantee funds for student-initiated yield, outreach and retention programs of underrepresented students, mandate a diversity requirement for every student, increase the hiring of faculty of color, institutionalize artwork for communities of color on campus, require that the University match funds for student-initiated access and retention programs; and, 

LET IT BE RESOLVED, that ASUCI condemns these acts of violence and forms of hate speech against students of color at UCSD and will work towards holding accountable all those who create such an atmosphere where students of color do not feel safe; and, 

LET IT BE FURTHER RESOLVED, that ASUCI advocates that these events during this past month do not appear isolated but remain to be the reflection of an institution that must remain accountable "not only to the principles of accessibility and affordability for all students but one in which students of color feel valued, safe and protected" by publicizing their support through, through means including not limited to, press releases, school emails, and Facebook groups.
