| Synopsis: Constitutional Amendments for 2010 Spring Ballot | |
| Date of Presentation: |
|
| Whereas, the ASUCI Constitution was enacted in 1965,
Whereas, the Constitution has not undergone a comprehensive revision since that date and the most recent amendment was the addition of a Judicial Oversight Committee over five years ago, Whereas, the ASUCI Constitution fails to account for the evolution of the organization over the last forty-five years, Whereas, the positions descriptions for many of the Executive Officers are no longer accurate, the voter thresholds are designed for a student body of less than 5,000 students rather than one of over 20,000 students and the document is filled with redundancies and inconsistencies, Whereas, ASUCI commissioned an outside consulting agency to review the Constitution and Bylaws last year, Whereas, the ASUCI President has been part of the organization for four years, served as Chair of the Rules Committee, knows the documents very well, has reviews the critique provided by the consulting agency and authored a series of amendments, Whereas, the elected leaders in ASUCI this year are some of the most experienced and respected leaders in student government history and have great credibility with the student body, Whereas, a set of comprehensive changes structural changes could greatly increase the efficiency and accountability of ASUCI, Whereas, the Constitution has long been in need of a revision and ASUCI has a responsibility to the students to promote the well being of their system of governance, Let it therefore be resolved that ASUCI put the following amendments to a vote by the student body in the 2010 Spring Elections, Let it further be resolved that ASUCI “shall arrange for proper publicity of the election, which shall include, but is not limited to, the publications and broadcast of the full text of the amendment in the various student media during the school week prior to the election” (ASUCI Constitution, Article X, Section B), Let it further be resolved that per the current ASUCI Constitution, twenty percent of the student body needs to vote in the Elections in order for the results to be valid and two-thirds needs to vote yes in order for the amendments to pass, Let it finally be resolved that should the amendments pass, the new ASUCI Constitution will go into effect on June 11, 2010. |
