The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Synopsis: Endorsement of the Student Outreach and Academics Retention Center and the creation of SOAR Ad-Hoc Committee | |

| Whereas, the University of California Los Angeles (UCLA), University of California Davis, University of California Berkeley, University of California San Diego (UCSD), and University of California of Santa Barbara (UCSB) have all established successful outreach and retention centers, and since outreach and retention coincides with the University's mission statement in providing public service and philanthropy, and be it that the University of California Irvine currently lacks such an established center. Whereas, it is of upmost importance to successfully and speedily establish the Student Outreach and Academics Retention Center (SOAR) since the University of California Irvine campus currently lacks of such a location for students to seek information, funding, and training regarding outreach and retention programs aimed at ensuring student success. Whereas, the UCI student committee for SOAR was first established in April of 2010, which primarily consisted of members from Student Initiated Academic Preparation (SIAP) and the Cross Cultural Center’s Umbrella Council. Whereas, last year SOAR was finally granted the 1st floor of the Library Gateway Study Center to establish a central office. Whereas, SOAR unlike other campus departments, would be primarily student-run. Whereas, the UCI student organizations are completely on their own when it comes to developing their own outreach and retention programs, and many problems arise without proper guidance and structure. Whereas, UCI Student Organizations’ outreach and retention programs are currently funded by the SIAP through a process of proposals and petitions reviewed by the UCI's Center for Educational Partnerships (CFEP). And CFEP and the student body do not have a strong relationship with each other and many students are unaware that there is funding granted by the administration. And SOAR would remedy all of these issues by serving as the liaison between CFEP, SIAP, and the campus organizations. Whereas, members of the SOAR committee have lobbied and pushed dogmatically with the Chancellor's Office to receive approval and support for establishing the center. And have received a lot of support from the former Vice Chancellor, Manuel Gomez, former ASUCI President Megan Braun, CFEP, Cross Cultural Center, the Career Center, the Umbrella organizations, and other members of established outreach and retention centers in UC Berkeley, UCLA, and UCSD. Whereas, the ASUCI constitution states that the undergraduate students of the University of California, Irvine, desire " to encourage and maintain the freedom to pursue knowledge, encourage student academic rights and responsibilities, represent and articulate our rights to a voice in campus governance, to enhance the quality of student life, and foster recognition of the rights of students in this university community" Whereas, SOAR is planning to launch in the winter quarter of 2010. Let it be resolve that the ASSOCIATED STUDENTS, of UNIVERSITY OF CALIFORNIA IRVINE (ASUCI) endorses and urges administration for the complete creation of the new Student and Outreach Academics Retention Center (SOAR) and recognizes value and importance of SOAR due to its contributions to the student body and organizations. Let it also be resolved that a student outreach and retention special committee, chaired by Andrea Gaspar, and co-chaired by Charlene Ip be created to serve as liaison with SOAR and facilitate panels, town halls, open forums, events and discussions to bring awareness about SOAR to the UCI student body. Let it further be known that this committee be named “the Student Outreach and Academics Retention Committee.” |
