| Whereas, the demographics of the University of California should be reflective of the state of California, Whereas, as a university system, we have an official stance to promote diversity, The University of California is committed to achieving excellence through diversity in the classroom, research lab and the workplace. It strives to establish a climate that welcomes, celebrates, and promotes respect for the contributions of all students and employees. Whereas, diversity and cultural competency cannot be achieved without acknowledging forms of exclusion and oppression of underrepresented groups, Whereas, racism and discrimination based on race, gender, sexual orientation, among other identities is extremely relevant and engrained into the structures in our society, Whereas, these forms of discrimination are institutionalized in our society in which the structure of our society is based upon, Whereas, understanding racism, homophobia, gender exclusion, and discrimination cannot be seen solely as individual interaction and actions between people and groups, but structural oppression in historical context, Whereas, we do not live in a post-racial and post- discrimination society and historical institutional racism and discrimination has only changed to modern forms of these oppressions, Whereas, because of historical oppression, underrepresented groups are disadvantaged, Whereas, not accounting for the disadvantages of underrepresented groups gives a false sense that everyone is given equal opportunity in our society, Whereas, because of racism, underrepresented groups are not afforded with the same accessibility and opportunity as those who are privilege, Whereas, quality public education and higher education is not equally accessible to all groups, Whereas, the University of California Irvine should make efforts to acknowledge the systematic oppression of historically underrepresented groups through the admissions process, Whereas, the admissions process of the University of California Irvine should take into consideration the systematic oppression and institutionalized disadvantage of these underrepresented groups, Whereas, UCI is not equally accessible as seen in the demographics of the student body, Whereas, the undergraduate enrollment of underrepresented groups that have the least representation at UCI, as of November 2011, according to the UCI Office of Institutional Research is stated as follows,
Latino/Chicano 18% Native American 0% Black 2% Native Hawaiian or other Pacific Islander 0% Whereas, these statistics are reflective of institutional oppression of these underrepresented groups and is not reflective of the state of California, Whereas, Regents' Policy 4400: University of California Statement states: Therefore, the University of California renews its commitment to the full realization of its historic promise to recognize and nurture merit, talent, and achievement by supporting diversity and equal opportunity in its education, services, and administration, as well as research and creative activity. The University particularly acknowledges the acute need to remove barriers to the recruitment, retention, and advancement of talented students, faculty, and staff from historically excluded populations who are currently underrepresented. Adopted September 20, 2007. Amended September 16, 2010 Whereas, the policy if the campus implements, will allow our university to become more accessible to these historically excluded groups as a form of counteracting the effects of the historical exclusion of these groups, Whereas, Regent's Policy 4400 will allow the University to embody diversity and raise cultural competency by providing policies and procedures that take into consideration the disadvantages of these underrepresented populations, Let it be resolved, that ASUCI endorses Regent's Policy 4400 and calls for Chancellor Drake to implement this policy as an official stance for our University; and to implement this policy through the admissions process by creating programs that focus on the recruitment, retention and advancement of populations that are currently underrepresented at our university. |
