| Whereas ASUCI Legislative Council endorsed the Student Outreach and Retention (SOAR) Center as a result of the passing of R48-19,
Whereas R48-19 also established an ad-hoc committee for council members to be more involved in the SOAR referendum,
Let it be resolved that this initiative be submitted to a vote of the undergraduate student body in the ASUCI Spring 2013 election,
Let it further be resolved that the ballot language read accordingly:
Are you in favor of a $4.50 per quarter fee to keep the Student Outreach and Retention
(SOAR) Center open and cover its operating costs? The SOAR Center serves as a “one
stop shop” to connect students to campus resources; offer study and meeting space;
provide academic, social, and wellness support for all students; and support student-
initiated outreach and retention programs.
If approved, the fee will take effect Fall Quarter, 2014.
In accordance with campus policy, 33% of the fee will be returned to financial aid
to help offset the cost of this fee for students who are eligible for financial aid.
After deducting the return to aid ($1.48 of the $4.50), the remainder of the fee
($3.02) will be used to pay the operating costs of the SOAR Center.
This fee will be assessed to all registered undergraduate students for all academic
terms (including summer sessions).
The SOAR Center shall provide an annual report to the Chancellor on its services
and operations to ensure the proper and effective use of the fees collected.
Starting Fall 2015, the fee will increase annually based on the California
Consumer Price Index (CPI). The CPI will be taken from the California
Department of Finance’s calendar year annual average of all urban consumers
CPI-U.

Approval of the referendum requires that both of the following conditions are met:
- A minimum of 25% of all eligible undergraduates must vote and
- At least 60% of voting undergraduates must approve the referendum.
