REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Revisions to the SPFB Guidelines

Whereas, the ASUCI By-Laws (Article II. Authority, subsection B) declares that “Legislative Council must approve amendments and revisions to the Judicial Board Policies and Procedures, the Elections Code, Undergraduate Student Programming Funding Policy, Ethics Code and ASUCI Resource Manual.”,

Whereas the SPFB Guidelines have not been updated since May 25, 2010, and numerous clarification issues have arisen in the conducting of SPFB funding meetings,

Whereas the Student Programming Funding Board Members feel that these changes and clarifications are necessary to maintaining the integrity of Student Programing Funding Board,

Whereas the  purpose of the Undergraduate Student Programming Funding Board is to “ensure through the review and approval process that the selected undergraduate organization programs are open to the entire campus community, have broad campus appeal, and promotes social, cultural and educational activities that are of interest to the greater campus community.” ,

Whereas the following changes will facilitate and enhance positive change on the said board,

Let it be resolved that the following changes be made to the SPFB Guidelines,

References to “www.asuci.uci.edu” will be omitted. All references concerning the online website will solely state the “ASUCI website”,

 Under Student Programming Funding Board, Section B. Responsibility, the following changes shall be made:

From: Funding Board Minutes will be taken at every meeting and will be made available on the ASUCI website or in writing upon request.

To: Funding Board Minutes will be taken at every meeting by the Undergraduate Student Programming Commissioner and will be made available on the ASUCI website or in writing upon request.

 Under Student Programming Funding Board, Section C. Membership, the following changes shall be made:

From: Cross Cultural Center member appointed by the umbrella council.

To: Cross Cultural Center member appointed by the umbrella council. In the event of the hiatus of the umbrella council, a representative from the Cross Cultural Center will be appointed by Legislative Council.

Addition of: 1) Student Government and Student Media staff member appointed by the Executive Director who will serve as a guest and have non-voting rights.

 

Under Student Programming Funding Board, Section D. Requirements, the following changes shall be made:

From: The Board will meet weekly during the academic year; however the Board at their discretion may meet more frequently if there is pending business before it.

To: The Board will meet weekly during the academic year on Wednesdays from 4:00-6:00pm; however the Board at their discretion may meet more frequently if there is pending business before it.

 

Addition of: Legislative Council Committee Chairs cannot miss more than four Student Programming Funding Board meetings per quarter. In the case that a Chair misses more than four SPFB meetings the Chair will be forced to resign at the discretion of Legislative Council.

 

Under Student Programming Funding Board, Section E. Transitions, the following changes shall be made:

From: Upon election of the New Executive Cabinet, Cross Cultural Center Representative and two At-Large members, the new members will sit in during all parts of the Undergraduate Student Programming Funding Board meetings without any voting rights.

To: Upon election of the New Executive Cabinet, Cross Cultural Center Representative and three At-Large members, the new members will sit in during all parts of the Undergraduate Student Programming Funding Board meetings without any voting rights.

 

Under Funding Policy 4, the following changes shall be made:

To: Programs conducting religious services, including, but not limited to: ceremonies, rituals, sermons, etc.

From: Programs conducting religious or anti-religious services, including, but not limited to: ceremonies, rituals, sermons, etc.

 

Under Funding Policy 14, the following changes shall be made:

To: Clubs/organizations will be contacted by the Undergraduate Student Programming Commissioner at least two business days prior to the application’s hearing to ensure proper attendance by the representatives from said club/organization.

From: Clubs/organizations will be contacted by the Undergraduate Student Programming Commissioner at least three business days prior to the application’s hearing to ensure proper attendance by the representatives from said club/organization.

 

Under Guidelines for Expenditure of Student Programming Funds, Section 13, the following changes shall be made:

From: Reimbursements for expenditures will not be made without an appropriate (original) receipt.

To: Reimbursements for expenditures will not be made without a receipt.

 

Under Guidelines for Expenditure of Student Programming Funds, Section 17, the following changes shall be made:

From: 75% of the people in attendance at the event must be UCI undergraduate students.

To: 75% of the people in attendance at the event must be UCI undergraduate students or an acquaintance to an undergraduate student e.g. family relative, friend, neighbor, etc. The main priority and preference for events open to the public, however must be undergraduate students.

 

Under Guidelines for Expenditure of Student Programming Funds, Section 23, the following changes shall be made:

From: These guidelines are to be applied subject to the discretion of the Board.

To: These guidelines are to be applied subject to the discretion of the Board in the case of a unanimous vote.
