The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Whereas, the Academic Senate is a systemwide and divisional governing body that provide framework that enables the faculty to exercise its right to participate in University governance, and each UC campus has one Academic Senate that evaluates campus-specific policies and issues, Whereas, the Academic Senate determines academic policy, sets conditions for admission and granting of degrees, authorizes and supervises courses and curricula, and advises administration on faculty appointments, promotions and budgets, Whereas, the Office of Academic Affairs, Associated Students of UC Irvine, houses student Senators and appoints student representatives to respective Academic Senate committees for a term of one year, Whereas, the student Academic Senators should act as the official representation of entire UCI undergraduate population and are charged with the responsibility to play an integral role in any decision-making process that pertain to the academic welfare and student affairs of all undergraduate students, Whereas, in the Manual of the Irvine Division of the Academic Senate, Part I- Bylaws of the Irvine Division, Chapter III: Organization, Section 3: Committees of the Division, and Bylaw 36. Student participation on Committees, outlines the representation and responsibility of official student representation in Academic Senate committees (please refer to the bylaw content below), (A) The Senate confers to students the privilege of being represented on the following Senate committees: COUNCILS Undergraduate Graduate Academic Personnel 0 0 Educational Policy 2 1 Faculty Welfare 1 1 Graduate Council 0 3 Planning and Budget 1 1 Research, Computing and Libraries 1 1 Student Experience 2 2 Undergraduate Admissions and Relations with Schools 1 1 COMMITTEES Undergraduate Graduate Committees 0 0 Privilege and Tenure 0 0 Rules and Jurisdiction 0 0 Scholarly Honors and Awards 0 0 BOARDS & SUBCOMMITTEES OF CEP Undergraduate Graduate Faculty Board for Undecided/Undeclared Students 1 1 Subcommittee on Courses 1 1 Subcommittee on International Education 1 1 CEP Assessment Committee 1 0 BOARDS & SUBCOMMITTEES OF CSE Undergraduate Graduate Campuswide Honors Program 1 0 Undergraduate Scholarships, Honors & Financial Aids 1 0 (B) Student representatives are nominated for one-year terms by their undergraduate and graduate student associations to sit with Academic Senate committees. Their seating is subject to ratification by the Committee on Committees, which, by right, may also withdraw the privilege of participation from individual student representatives who violate the rules of conduct, or, in flagrant instances, debar any student representatives from the committee in question for a specific period of time. (C) Student representatives have the privilege of the floor at committee meetings. They may ask for their positions to be recorded in the minutes (if any), but shall not vote or enjoy the other rights reserved for voting members. (D) Student representatives shall not be present during discussions of confidential matters, nor have access to documents pertinent to such discussions. Normally, confidential matters are defined as those pertaining to any individual members of the academic community, but(but) when warranted, a committee Chair may declare any other matter confidential. (E) Student representatives may report to their constituencies on committee transactions, but, both as a courtesy and to confirm the accuracy in reporting, are requested to show a copy of any report to the Chair of the committee in question prior to its dissemination. Whereas, the student representatives in the limited Academic Senate Councils are only granted the privilege of physical representation, but not any voting rights, Whereas, many issues discussed in the council spaces, such as CSE, CEP, CHP, BUSHFA & CUARS, are directly affecting students’ academic experience here at UCI, Whereas, issues like the Academic Honesty Policy, Student Health Policy and General Education Requirement are solely discussed and voted by voting faculty members in Academic Senate, Whereas, the lack of student representation through the official voting power raises the concern of the legitimacy of any decisions made in the Academic Senate spaces, Whereas, the student representatives should act as advocates for issues that pertain to student welfare and actively voice potential impacts of any policy changes from students’ perspectives, Whereas, the Academic Affairs Vice President and Academic Senate Commissioner at ASUCI find the lack of student voting power to be a pressing issue and struggle that many students face in spaces with administration, Whereas, it is students’ rights to demand transparency in any decision making process from administration and partake roles in that critically affect student welfare, Let it be resolved that, ASUCI Legislative Council fully supports the issue and advocates for student representation in Academic Senate spaces, Let it further be resolved that, ASUCI Legislative Council and Executive Cabinet collectively urges Academic Senate Chair, Dr. Krapp to review bylaws regarding student voting rights for councils and consider bylaw amendment, Let it further be resolved that, provision © to be revised (changes in BOLD) to “Student representatives have the privilege of the committee meetings. They may ask for their positions to be recorded in the minutes (if any), AND ARE GRANTED voting power AND SHALL enjoy the other rights reserved for voting members.” Let it last be resolved that, ASUCI Legislative Council endorses the Office of Academic Affairs' actions for Academic Senate Bylaw Amendment proposal. |
