All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Club Sport Spirit Initiative

Whereas campus recreation club sports allows over 1,300 anteaters to pursue their interests in sports.

 
Whereas Club Sports are all inclusive and do not discriminate on the basis of race, religion, ethnicity, gender.
 
Whereas Club Sports do not receive money from the University of California system likes similar NCAA teams.
 
Whereas members of the various Club Sports teams at UC Irvine comprised 4.9 percent of the student 
 
population in 2012-13 while NCAA athletes comprised only 2 percent that same academic year.
 
Whereas Club Sports teams represent UCI wherever they travel and compete and bring prestige to the University of California Irvine.
 
Whereas these teams act as representatives of the University of California Irvine wherever they compete.
 
Whereas many teams must charge fees in order to pay for uniforms, equipment, travel and lodging costs and fees including but not limited to league and tournament dues.
 
Whereas many students who are interested in joining teams that are a part of Club Sports are discouraged from partaking in Club Sports because of these costs.
 
Whereas Club Sports gives students the ability to expand their college experience while at UCI.
 
Whereas in 1996 an initiative was passed by the student body to raise money for the Club Sport program at UCI to charge $1 per student per quarter to cover expenses associated with Club Sports.
 
Whereas the club sport program has grown tremendously since then, from 1999 to 2013 Club Sports have grown from 170 members to 1,340 members and from 16 to 33 clubs in the same period.
 
Whereas the amount of money allocated under the referendum in 1996 is no longer enough to cover expenses associated with Club Sports and these expenses must be covered from the athletes themselves
 
Therefore let it be resolved that the Club Sport Initiative be placed on the ballot for the Spring 2014 elections
 
Let it further be resolved that the ballot language will read as follows:

Do you support a new quarterly fee (starting at $2.00 per academic quarter, then increasing by $0.50 each academic year for ten years) charged to undergraduate students and effective fall 2014 to support Club Sports Program at UCI? 
 
The Club Sports program allows fellow Anteaters the opportunity to participate in non-NCAA sports that further enrich their college experience. 
 
The proposed fee will pay for the expenses of club sports such as coaching, equipment, uniforms, tournaments, travel expenses, events, facility rentals and basic-level league dues for all clubs under the club sport program as per the club sports funding guidelines.
 
The fee shall alleviate some of the financial burden placed upon Club Sport student-athletes, thereby allowing fellow anteaters to participate in club sports and represent UC Irvine at competitions and bring attention to the university.
 
• The fee will be charged to undergraduate students only.
• The fee will be assessed during the fall, winter, and spring quarters only.
• In accordance with campus policy, 33% of the fee will be returned to financial aid to help offset the cost of this fee for students who are eligible for financial aid.
• Starting Fall 2015, the quarterly fee will increase 50 cents each year for the next ten years and will level off at $7.00 for the 2024-25 school year as illustrated below. After 2025, the fee will continue to be at the $7.00 per quarter rate.

• The funds will be managed by the Department of Campus Recreation. An audit of the use of these funds may be provided upon request.
• The Department of Campus Recreation shall provide the Chancellor a report on the expenditure of Club Sports Spirit Initiative funds at the end of each academic year. In addition, this report will be made available to the Office of Student Services and then presented to the ASUCI Legislative Council.
• Any remaining funds not allocated to Club Sports teams by the end of an academic year will be carried forward to the next year and placed in an account under the authority of the Club Sports Executive Council, a council of UC Irvine student-athletes that includes representatives from every team in the Club Sports Program. These funds will be allocated in accordance to the Club Sports Spirit Initiative funding guidelines. 
• This fee is subject to reaffimation by the student body on its 26th year (2039-40); otherwise, this fee will terminate at the end of its 30th year (2043-44).
 
 
Yes- I approve the new quarterly fee for the Club Sport Spirit Initiative.
 
No- I do not approve the fee to support the Club Sport Spirit Initiative.
