REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Legislative Council Seat Reallocation

Whereas it is the constitutional duty of all Legislative Council representatives of Associated Students--UC Irvine to represent his or her Academic Unit and voice the concerns of his or her respective constituency, and

 

Whereas it has been outlined in the ASUCI Constitution, under Article IV, Section C, Subsection 1 that, “Elected Membership: Three-quarters (3/4) of the elected members shall be elected by and from the Academic Units (degree granting unit) and shall be apportioned on the basis of the enrollment of each Academic Unit. Each Academic Unit shall be entitled to at least one representative. Academic Unit apportionment shall be as follows; undergraduate student enrollment of less than 2,000 shall entitle the Academic Unit to one representative, undergraduate enrollment of 2,000 but less than 4,000 shall entitle the Academic Unit two representatives and undergraduate enrollment of 4,000 or greater shall entitle the Academic Unit to three representatives. One-fourth (1/4) of the total number of eligible seats shall be elected by and from the undergraduate students at-large. The number of at-large members shall equal one-third (1/3) that of the total members representing the Academic Units Membership may vary with the undergraduate enrollment in Academic United and by the possible addition of new Academic Units.” and

 

Whereas in the ASUCI By-Laws, Aritcle XI Section A subsection 1-j states, “[The Rules Committee shall be tasked with] Evaluating UCI's enrollment data at least once annually, and adjusting the distribution of seats on Legislative Council as necessary”, and

 

Whereas the Fall 2014 Enrollment Data provided by the UC Irvine Office of Institutional Research indicates that the current undergraduate enrollment within each school as follows [1]:

  • School of Humanities is 1,425 individuals,

  • School of Information and Computer Science is 2,105 individuals,

  • Claire Trevor Schools of the Arts is 701 individuals,

  • Paul Merage School of Business is 428 individuals,

  • Henry Samueli School of Engineering is 3,232 individuals,

  • School of Education is 294 individuals,

  • Program in Nursing Science is 149 individuals,

  • Department of Pharmaceutical Sciences is 747 individuals,

  • Program in Public Health is 1,247 individuals,

    - School of Biological Sciences is 3,142 individuals,

    - School of Social Sciences is 3,956 individuals,

    - School of Social Ecology is 2,462 individuals, and

 

Whereas as of Fall 2014 the UC Irvine School of Education was formed and currently consists of 294 undergraduate students [1], and

 

Whereas the students in the School of Education are not represented on the ASUCI Legislative Council yet and require a seat, and

 

Whereas, since the last time these seats were apportioned the College of Health Sciences, was still an administrative unit at UC Irvine, and

 

Whereas, as of the 2011-2012 Academic School Year, UC Irvine shut down the College of Health Sciences administrative unit and undergraduate students in the College of Health Sciences were reassigned to the Department of Pharmaceutical Sciences, the Nursing Science Program and the Program in Public Health, and

 

Whereas the same enrollment data acknowledges the distinction between the three academic units that used to be housed under the College of Health Sciences, and

 

Whereas Legislative Council Rules Committee has convened to discuss the implications of these facts and has deemed the following resolution necessary, then

 

Let it be resolved that ASUCI Legislative Council reduce the number of Humanities representative seats to 1, and

 

Let it be resolved that ASUCI Legislative Council reduce the number of Biological Science representative seats to 2, and

 

Let it be resolved that ASUCI Legislative Council increase the number of Information and Computer Science representative seats to 2, and

 

Let it be resolved that ASUCI Legislative Council increase the number of Engineering representative seats to 2, and

 

Let it further be resolved that ASUCI Legislative Council apportions four new seats to the four academic units, the School of Education, the Department of Pharmaceutical Sciences, Nursing Science Program and the Program in Public Health, and

 

Let it further be resolved that the Legislative Council dissolves the College of Health Sciences seat, and

 

Let it further be resolved that ASUCI Legislative Council increases the number of At-Large representative seats to 7, and

 

Let it be resolved that per ASUCI By-Laws Article 11, Section A, Subsection 1j, this council reasserts the responsibility of the Rules Committee to actively monitor undergraduate enrollment and continually adjust the number of seats according to each academic unit's size, in order to ensure fair representation for the entirety of the student body, and

 

Let it be finally resolved that this legislation takes affect during Winter Quarter of 2015.
