All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: In Support of UAPD and Student Health Doctors
Date of Presentation: February 12th, 2015
 

Whereas, Student Health doctors across the 10 campuses of the University of California organized their union in 2013 with the Union of American Physicians and Dentists (UAPD), with the goal of providing the best primary health care and mental health services possible, and

 

Whereas, Union of American Physicians and Dentists (UAPD) has been negotiating for their first contract with University of California for more than a year, and

 

Whereas, UAPD has engaged in 41 bargaining sessions with the UC, and

 

Whereas, UAPD has filed multiple Unfair Labor Practice (ULP) charges against UC with the Public Employment Relations Board (PERB) for failing to negotiating in good faith, and

 

Whereas, ULP are defined as a violation of the labor laws enforced by the California Public Employment Relations Board (PERB), and

 

Whereas, the UC committed this violation by illegally increasing the pension contribution of Student Health doctors without proper negotiation over the issue, and

 

Whereas, the UC also refuses to disclose financial information to the Union, even though this information is to be made public, and

 

Whereas, the UC has a recent history of disrespecting workers during negotiations, as seen in the negotiations made previously with the union AFSCME 3299 and their Service Workers, and it seems as though student health workers are not the exception, and

 

Whereas, 90% of fully licensed doctors across the UC Student Health Centers voted to approve a ULP strike on January 27th throughout all of the Student Health Centers, and

 

Whereas, this was the first doctor’s strike in the unions 43 year history, and

 

Whereas, UAPD issued a 10 day notice to the UCOP in efforts to give management ample time to reschedule appointments or find non-bargaining unit doctors to handle urgent care on the day of the strike, and

 

Whereas, ULP strikes can increase pressure to the UC to start dealing fairly with doctors, therefore improving their recruitment and retention, and adds pressure to increase funding of health services on campus, and

 

Let it be resolved that ASUCI denounces the UC in their failure to provide a contract to student health doctors which enables them to provide quality health services for patients, and

 

Let it finally be resolved that ASUCI as a collective unit, support the doctors and their union UAPD, across the UC system, in their efforts to negotiate a new contract, and provide the best primary health care and mental health services possible.
