Item Number: 71 Legislation Number (B: Bill, R: Resolution): R50-60
Author:   John Delshadi   Second:  Sanaa Khan
Synopsis: MyUCI Fee Initiative
Date of Presentation: February 24th, 2015

Whereas, the Associated Students of UC Irvine fee supporting services for students has remained static for more than 15 years at $18 per quarter,

Whereas, the rate of inflation since 1997, according to the Consumer Price Index, has been 30%, leaving real dollars available for services for students shrinking on a yearly basis,

Whereas, the average Associated Student quarterly fee across all of the UC schools is $53.10, with the Associated Students of UC Irvine being one of the lowest income/lowest budget Associations,

Whereas, as the decrease of state support for higher education has forced the University of California to make dramatic cuts, which have been largely directed toward student support services, decreasing the quality of student life at all UC campuses,

Whereas, an increase in the operational funding to the Associated Students of UC Irvine would allow for greater student support services and programming, particularly as the State Legislature and the University of California continue to privatize the cost of UC education,

Therefore, let it be resolved that the My UCI Referendum be placed on the ballot for the Spring 2015 elections to be voted on by the undergraduate student body with the approval of the Legislative Council.

My UCI Referendum 2015 Ballot Language

Do you approve a $9 per quarter fee effective Fall 2015 to support student programs of the Associated Students of UC Irvine?

This fee supporting the Associated Students of UC Irvine would allow for increased student support services and programming, such as more funding for student groups, more artists and entertainment at ASUCI events, a free legal clinic for students, and more student advocacy.

  • This fee will be charged to undergraduate students

  • The fee will be assessed during the Fall, Winter, and Spring Quarters

  • The fees collected will be managed by the Associated Students of UC Irvine (ASUCI)

  • In accordance with campus practice, 33% of the fee will be returned to financial aid to help offset the cost of this fee for students who are eligible for financial aid

  • Starting Fall 2016, the fee shall increase annually based on the California Consumer Price Index (CPI). The CPI will be taken from the California Department of Finance’s calendar year annual average of all urban consumers CPI-U
  • The Associated Students of UC Irvine Legislative Council shall oversee the operating budget and administration of the fee-funded activities and will be responsible for writing and distributing an annual report on the activities funded by this fee initiative
  • This fee is subject to reaffirmation by the student body on its 26th year (2040-41); otherwise, this fee will terminate at the end of its 30th year (2044-45).
