REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: TGIF By-Laws Amendment - Article 2

 Whereas, The Green Initiative Fund (TGIF) is an on-campus organization which funds and promotes sustainable and educational projects on campus, and;

 

Whereas, after consultation with the ASUCI Interim Executive Co-Director, Stephanie Van Ginkel, and the Administrative Affairs Vice-President, John Delshadi, the Rules Committee finds the TGIF By-Laws to be outdated and in need of revision, and;

 

Whereas, the TGIF By-Laws state: “The TGIF Bylaws may be amended with a â…˜ majority approval by the Sustainability Committee, and a â…” majority by the Legislative Council” (Article 15, TGIF By-Laws), and;

 

Whereas, the TGIF Sustainability Committee has recommended these changes be made to ensure TGIF can continue its’ operations, and;

 

Whereas, the TGIF Sustainability Committee has approved these changes be made with a â…˜ majority vote, in accordance with TGIF By-Laws Article 15,

 

Whereas it is in the constitutional authority of the ASUCI Legislative Council to revise ASUCI Governing Documents, and;

 


Therefore let it be resolved that The TGIF By-Laws, Article 2 be deleted from the current TGIF By-Laws

 

Let it further be resolved that The TGIF By-Laws, Article 2 be amended to read:

2. TGIF GRANT-MAKING COMMITTEE PROVISIONS: Voting TGIF Grant-Making Committee

Members and Duties

a.          ASUCI Sustainability Commissioner

i. The office and position of the ASUCI Sustainability Commissioner is to be created and housed under the ASUCI Vice President of Administrative Affairs.

ii. The ASUCI Sustainability Commissioner shall be appointed during Spring Quarter prior to the academic year of service. If the appointment does not occur during the Spring Quarter due to lack of time for the process to be completed, the appointment must be completed from the point it was discontinued in the  previous Spring Quarter within the first (4) four weeks of the following Fall Quarter.

 

1.  The outgoing voting members of the TGIF Grant-Making Committee, ASUCI Vice President of Administrative Affairs, and TGIF Grant Manager shall recommend candidates for the position of ASUCI Sustainability Commissioner based on the applicants’ qualifications as detailed in the ASUCI Sustainability Commissioner Application Packet and after an in-depth interview. All undergraduate students applying for the position of ASUCI Sustainability Commissioner must submit a completed ASUCI Sustainability Commissioner Application Packet by the end of Week 3 of Spring Quarter instruction.

2.  Candidates will be presented to Legislative Council.

3. Legislative Council shall make the final appointment of the ASUCI Sustainability Commissioner by majority vote after reviewing all candidates’ qualifications and responses to the ASUCI Sustainability Commissioner Application Packet.

4. A maximum of (3) three and a minimum of (1) one candidate recommendation(s) may be presented to Legislative Council.

In the event that a candidate(s) is not recommended and the TGIF Grant-Making Committee fails to be formed due to the lack of such, the ASUCI Vice President of Administrative Affairs, with consultation from the TGIF Grant Manager, may recommend an ASUCI Sustainability Commissioner candidate to Legislative Council for their approval.  

5. The outgoing Executive Cabinet and outgoing voting members of the TGIF Grant-Making Committee shall have (2) two weeks after Legislative Council’s decision to present written contestation of the ASUCI Sustainability Commissioner appointment, at which point any objections shall be nullified and consent given.

iv. The ASUCI Sustainability Commissioner shall:

1.      Create meeting agendas and set meeting times and location according to member availability. Said tasks are to be coordinated with the TGIF Grant Manager to maximize meeting efficiency.

2.      Meet weekly with the TGIF Grant Manager or on a schedule that is appropriate to both.

2. Communicate to the TGIF Grant-Making Committee members meeting times and location to ensure attendance.

3. Preside over and facilitate all meetings of the TGIF Grant-Making Committee.

Email ex-officio members every Quarter with updates regarding previous Quarter projects

4. Serve as the official representative of the TGIF Grant-Making Committee.

v. Duties beyond those mandated by TGIF are to be determined by the ASUCI Vice President of Administrative Affairs.

b. Undergraduate Campus-Wide Representative: Administrative Commissioner

i. Responsibilities include:

1. Taking and sending out meeting minutes.

2. Record attendance and track absences.

3. Prepare and make accessible records and reports enumerated in Article

VII Sections 1-3.

Write project descriptions each Quarter for all approved projects.

Manage website updates to the TGIF page with TGIF Grant Manager.

4. Assist the ASUCI Sustainability Commissioner in their endeavors.

5. Serve in place of the ASUCI Sustainability Commissioner in the event that the Commissioner is not available.

c. Undergraduate Campus-Wide Representative: Marketing Commissioner

i. Responsibilities include:

1. Ensure through the use of publicity that the student body knows of TGIF, how to access the funds through project proposals, the dates of application deadlines, and the availability of vacant committee member positions in the Spring for the following academic year.

2. Enforcement of logo placement on approved projects.

3. Advertise for funded projects.

4. Control of advertising budget in order to purchase promotional material for visibility and publicity purposes.

Manage boothing events and scheduling.

5. Coordinate with the External Affairs Commissioner on social media.

6. Recommend (1) one Marketing Assistant. Final decision is up to the TGIF Grant-Making Committee.

d. Undergraduate Campus-Wide Representative: Assistant Marketing Commissioner

i. Responsibilities include:

1. Attends the TGIF Grant-Making Committee meetings.

2. Assists the Marketing Commissioner in duties listed above.

3. Paid, non-voting position.

e. Undergraduate Campus-Wide Representative: External Affairs Commissioner

i. Responsibilities include:

1. Outreach to environmentally focused and non-environmentally focused clubs on campus to inform them of the funding opportunities TGIF has to offer.

2. Conduct anonymous surveys and questionnaires for clubs and students to report, but not limited to, how best to contact them, what they need funds for, their level of sustainability interest, and other club needs.

3. Ensure elections information and applications are made available at the appropriate time to the undergraduate population.

Compile email lists and send out regular updates

4. Maintain calendar of organization events.

5. Coordinate with Marketing on social media.

f. Undergraduate Campus-Wide Representative: Accounting Commissioner

i. Responsibilities include:

1. Learn the process required to receive funding for green initiatives.

2. Assist funding recipients in the process of receiving funds.

Approve all project check requests.

Collect and check post-event reports.

3. Record account funds as enumerated in Article VII Section 4.

 

4. Weekly report on updated budget.
