REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: TGIF By-Laws Amendment - Article 11

 Whereas, The Green Initiative Fund (TGIF) is an on-campus organization which funds and promotes sustainable and educational projects on campus, and;

 

Whereas, after consultation with the ASUCI Interim Executive Co-Director, Stephanie Van Ginkel, and the Administrative Affairs Vice-President, John Delshadi, the Rules Committee finds the TGIF By-Laws to be outdated and in need of revision, and;

 

Whereas, the TGIF By-Laws state: “The TGIF Bylaws may be amended with a â…˜ majority approval by the Sustainability Committee, and a â…” majority by the Legislative Council” (Article 15, TGIF By-Laws), and;

 

Whereas, the TGIF Sustainability Committee has recommended these changes be made to ensure TGIF can continue its’ operations, and;

 

Whereas, the TGIF Sustainability Committee has approved these changes be made with a â…˜ majority vote, in accordance with TGIF By-Laws Article 15,

 

Whereas it is in the constitutional authority of the ASUCI Legislative Council to revise ASUCI Governing Documents, and;

Therefore let it further be resolved that The TGIF By-Laws, Article 11 be deleted from the current TGIF By-Laws

Let it further be resolved that The TGIF By-Laws, Article 11 be amended to read:

11. ALLOCATION OF FUNDS

a. The TGIF Grant-Making Committee shall decide to allocate funds to submitted projects by the execution of a simple majority vote.

b. The TGIF Grant-Making Committee may elect to fund only a portion of a proposal. In the case that TGIF funds cannot be awarded entirely because the project is mandated by any non-student entity of the University of California, TGIF funds may be used to fund a portion of the project in order to upgrade its sustainability value.

c. Preference is to be given to projects that are primarily research-based or that make infrastructural improvements.

d. A maximum of (1) one funding award per group per academic year may be given to projects that primarily focus on material substitution, with a minimum award amount of $100, for the purpose of minimizing the accounting burden.

i. Material substitution projects include those that solely request funds intended to upgrade purchases to the more expensive items deemed sustainable, instead of utilizing items deemed to be unsustainable. For instance: recycled paper, organic clothing etc.

e. Projects may be funded in increments to ensure adherence to the project proposal.

i. Funding will remain in TGIF’s account until disbursed.

f. Any funds not allocated in a given year shall remain in the TGIF account for future use.

g. Standing funds shall be invested in a socially and environmentally responsible manner.

h. TGIF funds shall not be used or reallocated for purposes other than those described in this document.

i. The TGIF Grant Manager’s salary shall be 20% of the total salary of the ASUCI staff person, including benefits. The salary is to be determined by the ASUCI Executive Director. The salary and benefits are to be divided and paid for by ASUCI and TGIF funds.

j. The TGIF Grant Manager may submit an annual budget request to the Grant-Making Committee for funds to be used for operational expenses incurred by the TGIF Grant Manager in the performance of  their duties.

k. The TGIF Grant-Making Committee and the TGIF Grant Manager may not spend more than a total of $5,000 from TGIF funds for: office supplies, marketing and promotional materials, external affairs items, contingency, photocopying, and other office needs All materials previously mentioned may not, cumulatively, exceed

$5,000.

l. A maximum of $7,500 will be awarded to ASUCI-related projects and events only per academic year. These projects will still need to complete the project application process and procedures.

m. Stipends are to be awarded to the officers of the TGIF Grant-Making Committee in this order:

i. The ASUCI Sustainability Commissioner shall be commensurated an ASUCI Class 2 Commissioner.

ii. The four other Commissioner positions of Administrative, Accountant, External Affairs, and Marketing shall be commensurated an ASUCI Class 3 Commissioner.

iii. Non-voting Assistant Marketing Commissioner shall be commensurated an ASUCI Class 4 Commissioner.

iv. Stipends are not to be awarded to any interns.
