All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Synopsis: TGIF By-Laws Amendment - Article 13, 14, 15 | |

| Whereas, The Green Initiative Fund (TGIF) is an on-campus organization which funds and promotes sustainable and educational projects on campus, and;
Whereas, after consultation with the ASUCI Interim Executive Co-Director, Stephanie Van Ginkel, and the Administrative Affairs Vice-President, John Delshadi, the Rules Committee finds the TGIF By-Laws to be outdated and in need of revision, and;
Whereas, the TGIF By-Laws state: “The TGIF Bylaws may be amended with a â…˜ majority approval by the Sustainability Committee, and a â…” majority by the Legislative Council” (Article 15, TGIF By-Laws), and;
Whereas, the TGIF Sustainability Committee has recommended these changes be made to ensure TGIF can continue its’ operations, and;
Whereas, the TGIF Sustainability Committee has approved these changes be made with a â…˜ majority vote, in accordance with TGIF By-Laws Article 15,
Whereas it is in the constitutional authority of the ASUCI Legislative Council to revise ASUCI Governing Documents, and; Therefore let it further be resolved that The TGIF By-Laws, Articles 13 be deleted from the current TGIF By-Laws Let it further be resolved that The TGIF By-Laws, Article 13 be amended to read: 13. PROJECT ACCOUNTABILITY a. Projects that receive funding shall provide the TGIF Grant-Making Committee with annual reports and/or determined progress reports based on the duration of the projects. Records shall include necessity statements regarding the importance of the projects, detailed budgets, and measurable outcomes. b. Quarterly reports shall be sent to ASUCI and the UCI Sustainability Committee on the progress of projects funded by TGIF and on the financial standing of TGIF. i. The TGIF Grant-Making Committee must approve any changes made to the original budget. c. All conditional items set forth by the TGIF Grant-Making Committee with regards to the application approval must be submitted for TGIF Grant-Making Committee approval within a reasonable timeframe before the event, otherwise funding may be revoked. i. If a project fails to meet any deadlines or goals set by the TGIF Grant-Making Committee, they can review the project and vote on whether to do one of the following: 1. Pull all remaining funding to be reallocated to other projects. 2. Extend deadline(s) for the project under review. 3. Require that all money not yet used be paid back by a certain date. ii. Once a project is completed, all the unused funds shall be returned to the TGIF account. d. A Contract outlining the project, including conditions and account information, must be signed by the ASUCI Sustainability Commissioner, ASUCI Vice President of Administrative Affairs, and main project contact as stated on the project proposal before funding is dispersed.
1. In the case that the ASUCI Vice President of Administrative Affairs is unavailable to sign, the TGIF Grant Manager may sign on their behalf. Let it further be resolved that The TGIF By-Laws, Article 14 be deleted from the current TGIF By-Laws Let it further be resolved that The TGIF By-Laws, Article 14 be amended to read: 14. RECORDS AND REPORTS a. TGIF shall be accountable and transparent to the student body and therefore must keep publicly accessible records on: i. Minutes of all meetings of the TGIF Grant-Making Committee and advisory board indicating the time and place of such meetings, the names of those present, and the proceedings thereof. ii. Adequate and correct records of each project funded along with its capital outlay, cost savings, energy reductions, savings, greenhouse gas savings, and payback plan, if applicable, (along with other elements as identified by the TGIF Grant Manager and TGIF Grant-Making Committee). iii. Website must be updated by posting meeting minutes, current projects, and adequate records of each project funded along with its capital outlay, cost savings, energy reductions, greenhouse gas savings, pay back plan, if applicable, and/or reports which TGIF has issued to ASUCI, AGS, and the UCI Sustainability Committee. This website must be easily accessible to the public.
iv. Adequate and correct books and records of accounts, including accounts of its properties and business transactions, accounts of its assets, receipts, disbursements, and gains and losses, can be made available by the ASUCI Business Office through the proper requesting process. Let it further be resolved that The TGIF By-Laws, Article 15 be deleted from the current TGIF By-Laws Let it further be resolved that The TGIF By-Laws, Article 15 be amended to read: 15. AMENDMENTS a. The TGIF Bylaws may be amended with a 4/5 majority approval by the TGIF Grant-Making Committee and a 2/3 majority by the Legislative Council. |
