All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: ASUCI Constitutional Amendments Proposal

Whereas, the ASUCI Constitution serves as the foundation for all ASUCI functions and operations; and,

 

Whereas, the ASUCI Constitution has not undergone a comprehensive revision since more than ten years ago; and,

 

Whereas, the current ASUCI Constitution has long been in need of a revision; and,

 

Whereas, the document is currently out of date with respect to current day-to-day ASUCI operations and is filled with redundancies and inconsistencies; and, 

 

Whereas, per R50-50, ASUCI Legislative Council formed a committee that included various ASUCI Officers, ASUCI members and was open to the UC Irvine community to attend in order to revise and amend the ASUCI Constitution; and,

 

Whereas, this committee's meetings were publicized during multiple Legislative Council Meetings and through multiple e-mails sent to all branches within ASUCI; and,

 

Whereas, the ASUCI Constitutional Revision Committee in collaboration with the ASUCI Officers over the past year have been reviewing and revising the ASUCI Constitution; and,

 

Whereas, a set of comprehensive changes and structural re-organization can greatly increase the efficiency, accountability and efficacy of ASUCI; and,

 

Whereas, ASUCI has a responsibility to the students to promote the well-being of their system of governance; and,

 

Whereas, per Article X of the ASUCI Constitution, "Amendments to [the ASUCI] Constitution may be made by either of the following (2) methods: 

 

1. Upon approval of a two-thirds (2/3) majority vote of the voting members of Legislative Council. 

 

2. Upon presentation of a petition, signed by ten percent (10%) of the undergraduate students to the Legislative Council.

 

Upon fulfillment of either (a) or (b) above, the Legislative Council shall submit said amendment to a vote of the undergraduate students. Regular election procedures shall be followed as prescribed by the Elections Code and the last paragraph of Article VIII of this Constitution.

 

The Legislative Council shall arrange for proper publicity of the election, which shall include, but is not limited to, the publications and broadcast of the full text of the amendment in the various student media during the school week prior to the election. Full texts shall also be made available at the polls and at the other regular distribution locations. 

 

A two-thirds (2/3) vote, with at least twenty percent (20%) of the Associated Students voting and the approval of the Chancellor, shall be required for the adoption of the amendment(s). "

 

Whereas, the ASUCI Legislative Council intends on following all procedures delineated in the ASUCI Constitution and Elections Code in regards to amending the ASUCI Constitution; and,

 

Let it finally be resolved that, ASUCI propose the following amendments to the ASUCI Constitution to a vote by the student body in the 2015 Spring Elections:
