All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: For a Surveillance-Free Campus, Against SB 424

Whereas SB-424 calls for an amendment to section 633 of the state of California Penal Code (part of the Invasion of Privacy Act) that would add campus and university police--among others--to the list of entities that are allowed to eavesdrop, record, wire-tap, and invade the privacy of people living in California,

 

Whereas statements made by Senator Richard Pan, the author of the bill, have revealed the nature of the bill as a “tool for policing”

 

Whereas UCIPD has a history of harassing, intimidating, stalking, silencing, and ignoring students and student activists, (1)

 

Whereas the full disclosure to spy, record and eavesdrop are initial phases in the sustenance of a police state and the militarization of university police departments,

 

Whereas current events have shown the violent effects of hyper-policing of youth, students, communities of color, sexual, gender, and religious minorities and all the intersections in between,

 

Whereas, current events have shown that body cameras on police officers do not mean police officers will be held accountable for their actions,

 

Let it be resolved, that ASUCI condemns the proposed amendments to the state of California Penal Code 633 that would allow UCIPD to spy on students

Let it further be resolved, that ASUCI will send a copy of this legislation to the chief of the UCIPD, Howard Gillman, Thomas Parham, Richard Pan, Janet Napolitano, and Jason Murphy, the SGR (State Governmental Relations staff) overseeing this legislation under the UC Office of the President.
