REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Resolution Concerning the Cost of Electric Vehicle Charging Stations
Date of Presentation: May 12th, 2015
 

 1. WHEREAS, a total of 36 ChargePoint electric vehicle charging stations are open to the public and available in Lot 16, Lot 1C, Anteater Parking Structure, Mesa Parking Structure, Social Science Parking Structure, and Student Center Parking Structure [1];

2. WHEREAS, there is a 4-hour time limit for EV charging [1]. UCI's EV charging stations are meant to be "top-off" locations as it is anticipated primary charging will happen at home. The time limit is supposed to allow for turnover throughout the day;

 

3. WHEREAS, UC Irvine prides itself on being an environmentally-friendly school, having been declared as one of the top "green" schools in the nation [2], and undergoing many initiatives towards becoming a sustainable campus [3];

 

4. WHEREAS, ChargePoint Level 1 and Level 2 chargers found in Lot 1C, and Mesa, Social Science, and Student Center parking structures are $2.00 per hour for UCI students, faculty and staff with a UCI-issued ChargePoint access card. Charges are $2.50 per hour for the general public and for those without a ChargePoint access card;

 

5. AND WHEREAS, charging in the Anteater Parking Structure has been free so far with the display of a valid parking permit, but will begin to cost money when the grant for the Irvine Smart Grid Demonstration Project expires in June 2015;

 

6. WHEREAS, other universities offer electric vehicle charging station services absolutely free of charge, including California State University, Northridge [4], Vanderbilt University [5], Colorado State University [6], Western Michigan University [7], and many more;

 

7. WHEREAS, Level 1 Chargepoint charging stations add 40 miles of range after charging for 10 hours, and Level 2 Chargepoint stations add approximately 40 miles of range after charging for 4 hours [8];

 

8. WHEREAS, at a price of $2.00 per hour for students (who are already paying for a parking permit) who are limited to at most four hours of charging (at the risk of getting a $60 parking ticket being there any longer), students are currently paying at most parking structures a rate of $.50 per mile for Level 1 and $.20 per mile for Level 2 charging stations;

 

9. AND WHEREAS this rate will soon apply at Anteater Parking Structure as well;

 

10.WHEREAS, the current average price of gas in Irvine is about $3.60 per gallon [9] and the average fuel economy in America is 24.1 miles per gallon [10], making the average cost per mile for gasoline-powered automobiles equal $.15 per mile;

 

11. WHEREAS, a university that prides itself on being "green" is charging students that drive electric vehicles with a cost that is considerably more expensive than the costs paid by students who drive conventional automobiles, and is thereby dissuading the use of environmentally-friendlier electric vehicles;

 

12. AND WHEREAS a long list of universities that put less emphasis on their sustainability initiatives offer electric vehicle charging stations at no cost

 

13. LET IT BE RESOLVED that the University of California, Irvine, should pursue grants that would allow the charging stations at the Anteater Parking Structure to remain free beyond the current end date of June 2015;

 

14.LET IT BE RESOLVED that grants should also be pursued in order to allow students to charge their electric vehicles at the stations in the other parking structures for free;

 

15. LET IT BE RESOLVED that, being part a university that prides itself extensively on being environmentally-friendly, should a grant opportunity not arise to fund the previous two resolutions, the administration should devise a strategy to pay for the charging of students' electric vehicles at no expense to the students;

 

16.LET IT BE RESOLVED that, at the very least, charging of electric vehicles should not be at a price that is more costly per mile than the driving of the average gasoline-powered automobile.
