REQUEST FOR ACTION BY THE LEGISLATIVE COUNCIL 
 
All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: SPFB Amendments to Voting Membership

Whereas the SPFB Guidelines delineate how the Student Programming Funding Board, hereinafter referred to as SPFB, should operate with regards to allocation funds to student clubs and organizations,

 

Whereas the SPFB Guidelines mandate that 5 SPFB voting members be present to have quorum,

 

Whereas in the previous years the ASUCI SPFB has had issues meeting quorum,

 

Whereas, it is essential for the operations of SPFB to have quorum at all its meetings to ensure its efficient operations with regards to allocation of funds to student organizations on campus,

 

Whereas, the SPFB Guidelines state, “The Student Programming Funding Board has the ability to recommend changes to the Undergraduate Student Programming Funding Policy, but amendments must be enacted by a legislation passed by ASUCI Legislative Council with a two thirds majority” [1 - SPFB Guidelines, Student Programming Funding Board],

Whereas, the SPFB Commissioner, Arnold Joshua Jalos, and SPFB have recommended these changes be enacted in order to prevent these circumstances from arising in the future,

 

Therefore let it be resolved that the SPFB guidelines be amended from (under SPFB Guidelines, Student Programming Funding Board, Section C Membership):

 

And the Undergraduate Student Programming Commissioner (non-voting) appointed by the Office of the President, and approved by the Legislative Council

 

to:

 

And the Undergraduate Student Programming Commissioner appointed by the Office of the President, and approved by the Legislative Council

 

In the absence of any of the nine members of the Student Programming Funding Board, the Student Programming Funding Board Commissioner can assume voting power for the time being, but must relinquish their right to vote if that particular member is no longer absent. The Commissioner will not be able to represent a Legislative Council Committee Chair if a Vice-Chair from Legislative Council is present and representing their Committee in lieu of their Chair.
