The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Synopsis: Anteater Media Collective (AMC) Referendum | |

| Whereas, The Anteater Media Collective (AMC) consists of Anteater TV, The New University, and Anthology Yearbook, and
Whereas, this referendum functions to fund and fortify three of the largest and autonomous student media organizations on campus, the print-based New University; the broadcast-based, AnteaterTV, and the long-term publication UCI Anthology, and
Whereas The New University is the official student newspaper of UC Irvine, and Whereas, Anteater TV is officially part of Student Media & Student Government (SGSM), and
Whereas, student media is suffering from a lack of funding and inability to bolster themselves in the age of digital media, and
Whereas, student media is not funded by ASUCI, and each student media organization must acquire funds on their own, and
Whereas, student media departments are an integral part of campus, and
Whereas, student media provides the student population access to current news and events on campus, and
Whereas, student media provides a crucial communication line between UC Irvine’s student body and UC Irvine’s administration, and
Whereas, student media serves student clubs and organizations in increasing their outreach to students through coverage, ads, and promotional segments, and
Whereas, the fund will not only provide stability to the current organizations, but also ensure the future of student media organizations to come, while connecting the various student medias across campus in order to create a collaborative space and environment, and
Whereas summary funds from this referendum will go into the acquirement of new technological equipment including but not limited to: cameras, computers, microphones, boom speakers, monopods, tripods, risers, lighting equipment, green screens, editing software, etc., and
Whereas, funds will also go to website creation and promotional uses including, but not limited to air-time, brochures, flyers, booths, posters, banners, etc. which are also important in maintaining the integrity and populous within each organization, and
Whereas, for the New U, this referendum will help them with operation costs and conversion to digital, and expansion of online presence, and
Whereas, for Yearbook, this referendum will help to lower the annual costs of yearbook, including an expansion of online presence as well as fund updated software such as design/layout and photoshop, and
Whereas, the referendum was approved by The UC Office of the President (UCOP) and the Student Fee Advisory Committee (SFAC), and
Therefore, let it be resolved that the ASUCI Legislative Council approves the Anteater Media Collective (AMC) referendum be placed on the ballot for the ASUCI Spring 2016 elections and,
Let if further be resolved, that the ballot language will read as follows:

Do you approve the creation of a per student per quarter fee starting at $3.00 effective fall quarter 2016, then a $3.00 increase to the quarterly rate effective fall quarter 2018, to support the expansion of Student Media – Anteater TV, New University, and Anthology Yearbook?
•The fee will be charged to undergraduate students. •The fee will be assessed during the fall, winter, and spring quarters. •It will not be charged during the summer quarter. •The fees collected will be managed by Student Media in accordance with Anteater TV, New University, and Anthology Yearbook. •An audit of the use of these funds may be provided upon request. • In accordance with campus practice, 33% of the fee will be returned to financial aid to help offset the cost of this fee for students who are eligible for financial aid. •Starting fall 2018, the quarterly fee will increase by $3.00 and will increase to $6.00 as illustrated below: Quarterly Rates for the Anteater Media Collective Academic Year Quarterly Rate 2016-17 $3.00 2017-18 $3.00 2018-19 $6.00 2019-20 and onward Prior fall quarter rate adjusted by CPI •Starting fall 2019, the fee will increase annually based on the California Consumer Price Index (CPI) to offset the effects of inflation. The CPI will be taken from the California Department of Finance’s calendar year annual average of all urban consumers CPI-U. •Student Media is responsible for providing an annual report to the Chancellor on its operations to ensure the proper and effective use of the fees collected. In addition, this report will be presented to the ASUCI Legislative Council. Upon request, this report shall be available. •This fee will sunset on its 30th year (2045-46) unless the student body reaffirm this fee. This fee can be reaffirmed as early as the 26th year (2041-42); otherwise, if there is no vote to reaffirm this fee by the end of its 30th year (2045-46), the fee will terminate. •In order to pass, this referendum will require a 25% eligible undergraduate voter turnout rate during the Spring Elections, of which 60% of those votes need to be Yes votes. __ Yes, I support a new per quarter fee for the Anteater Media Collective. __ No, I do not support a per quarter fee for the Anteater Media Collective. __Abstain
