The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full. |

| Synopsis: Wellness, Health, Career, and Counseling Center Referendum | |

| Whereas, the UC Irvine Student Affairs services such as the Counseling Center, CARE, Wellness & Health Promotion, Disability Services Center provides vital health and wellness services to the UC Irvine student community, including managing students in distress, providing accommodations for students with disabilities, providing support for victims of gender-based violence, promoting healthy lifestyles, and preparing students for their future careers;
Whereas, access to mental health and other wellness services is a contributing factor to student success;
Whereas, the new facility will be constructed to enhance the space, service, design and access needs of the expanding student population;
Whereas, a fee of $57.00 per student per quarter fee will assist in the construction, maintenance and building operational costs of a new, state-of-the-art Student Wellness, Health, Career, and Counseling Building;
Whereas, the campus will contribute financial support of $24.5 million towards the construction of a $65 million (estimated) Wellness, Health, Career, and Counseling Building;
Whereas, previous building referendums have not included a contribution from the campus;
Whereas, in accordance with the Policy for Student Fee Funded Facilities (Appendix L), a Building Advisory Board will be created to include a majority of students;
Whereas, the fee will NOT be charged until the new building is open and services are provided in the new building (estimated for 2020);
Whereas, after 30 years (estimated 2050), the quarterly fee will be reduced to cover operating expenses, major repairs, and maintenance. This reduced fee will be based on the average of the last three years of operating costs (estimated to be a $25/quarter/student fee). This reduced fee will increase annually based on the California Consumer Price Index (CPI).
Whereas, in accordance with campus policy, 29% of the fee will be returned to financial aid to help offset the cost of this fee for students who are eligible for financial aid;
Therefore let it be resolved the "Wellness, Health, Career, and Counseling Building Referendum" be placed on the ballot for the Spring 2016 elections to be voted on by the student body with the approval of Legislative Council (contingent on AGS Council passing a legislation that approves the Referendum to be placed on the ballot for the same election);
