All requests may be typed and submitted to the Executive Vice President no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The Executive Vice President reserves the right to delay the Request for Action to a later Council session if the Executive Vice President feels the agenda for the next schedule meeting is full.

Synopsis: Call for the Recognition of Black April by UCI

Whereas, while the Vietnam War ended for the US in 1973, the end of the war for the country known as South Vietnam was 4/30/1975 when the capital city of Saigon fell to the Communist North and,

Whereas, the end of the Vietnam War forced thousands of South Vietnamese refugees to flee their home country and, [1]

Whereas, California contains 834,635 identifying Vietnamese according to the 2010 US Census and, [2]

Whereas, a majority of Californian Vietnamese live in Orange County as seen in the largest Little Saigon enclave within the United States and, [3]

Whereas, the University of California, Irvine has many Vietnamese students, the 3-term average of the 2015-2016 year being 10.83% of the undergraduate student body with many being Americans as well and, [4]

Whereas, UCI maintains an entire archive to dedicating Southeast Asian history and experiences in the Southeast Asian Archives section of the Special Collections & Archives and, [5]

Whereas, the defining moment in Vietnamese-American history is Black April, observed every April 30th, as the catalyst for their journey to becoming Americans and,

Whereas, California recognized April 2015 as Black April Memorial Month in recognition of the 40th anniversary of the Fall of Saigon and, [6]

Let it be resolved that ASUCI praises the many steps taken by California and UCI to recognize Vietnamese American heritage and culture, through such acts like the recognition of the Vietnamese Freedom and Heritage Flag and the aforementioned archives and, [7]

Let it be resolved that ASUCI supports official recognition by UCI of Black April as a part of the Vietnamese American experience.
