REQUEST FOR ACTION BY THE ASUCI SENATE 
 
All requests may be typed and submitted to the President of the Senate no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The President of the Senate reserves the right to delay the Request for Action to a later Senate session if the President of the Senate feels the agenda for the next schedule meeting is full.

Synopsis: Undergraduate Student Programming Funding Board (SPFB) Guidelines Amendments

Whereas, the current Undergraduate Student Programming Funding Policy, hereinafter referred to as the as SPFB Guidelines, “[defines] the procedures and guidelines for funding or in part undergraduate organizations’ programs” [1 - SPFB Guidelines, Purpose] and are the guidelines as to which the Student Programming Funding Board, hereinafter referred to as SPFB, should abide by, and


Whereas, the new ASUCI Constitution was passed in the Spring Quarter of 2016 and,


Whereas, ASUCI now requires its governing documents to accurately delineate the roles and responsibilities of ASUCI officers and proceedings and,


Whereas, in the SPFB Guidelines, Student Programming Funding Board, “At the end of each year, the Board must meet to review and revise the Guidelines to make any changes which are necessary and proper,” and


Whereas, in the SPFB Guidelines, Student Programming Funding Board, “The Student Programming Funding Board has the ability to recommend changes to the Undergraduate Student Programming Funding Policy, but amendments must be enacted by a legislation passed by ASUCI Legislative Council with a two thirds majority,” and


Whereas, the Chair of SPFB, ASUCI President Tracy La, SPFB Commissioner, Amy Hu, and SPFB, have reviewed the Guidelines at the end of the Spring 2016 quarter and have recommended that changes need to be made to reflect the new ASUCI Constitution, and


Whereas, they have also recommended that changes need to be made to enhance the Funding Policy and Guidelines for Expenditure of Student Programming Funds, and


Let it therefore be resolved that the SPFB Guidelines be amended with the changes made accurately reflect the language spelled out in the revised Constitution,


Let it be further resolved that the SPFB Guidelines be amended with the changes shown below in bold:


FUNDING POLICY:

  1. Undergraduate organizations must submit an application for funding to the Undergraduate Student Programming Funding Board. Funding applications will be accepted on an ongoing basis until all funds have been allocated. Funding Application forms may be downloaded from the ASUCI website www.asuci.uci.edu. There is no guarantee that addenda/changes to the Funding Application will be accepted. No application changes will be accepted on the day of the interview.

3. No money shall be provided for internal operating costs of undergraduate organizations.

14. Limitations on funding of undergraduate organizations’ Undergraduate Student Programming

Funding Requests: A separate detailed budget must be prepared for each event/program

Shall not receive funding for overhead costs, e.g., telephone, office supplies, space rental,     etc.

16. 75 50% of the people in attendance at the event must be UCI undergraduate students.

 

19. Any undergraduate organization that receives money from the Student Programming Funding Board must complete and turn in an evaluation form for the funded event no later than two one weeks following its conclusion. The form is available at www.asuci.uci.edu

20. Any undergraduate organization that receives money from the Student Programming Funding Board may not receive money from another branch or office in ASUCI without notifying the Student Program Funding Board. Failure to do so will result in automatic forfeiture of the SPFB allocation.
