REQUEST FOR ACTION BY THE ASUCI SENATE 
 
All requests may be typed and submitted to the President of the Senate no later 5:00 p.m. Thursday in order to be included in the agenda for the following Tuesday. The President of the Senate reserves the right to delay the Request for Action to a later Senate session if the President of the Senate feels the agenda for the next schedule meeting is full.

Synopsis: Measure ATV: Anteater TV Visual Media Initiative

Whereas, AnteaterTV (ATV) is the official student-run broadcast TV station at the University of California, Irvine,

 

Whereas, ATV came into fruition in 2010 as a club on campus that sought to provide hands-on training with videography, reporting, and editing, preparing interns for careers in either the media or television industry,

 

Whereas, ATV became a department under Student Government & Student Media (SGSM) in 2015,

 

Whereas, ATV provides hands-on training with videography, reporting, and editing, preparing interns for career in either media or the television industry,

 

Whereas, ATV provides all these items plus coverage of campus events ranging from sports arts, and various events on campus,

 

Whereas, ATV has expanded into five departments: arts, campus life, sports, politics, and health & wellness, in order to maintain a wide area of coverage for UCI students,

 

Whereas, ATV is sponsored by various organizations and departments on campus, such as Illuminations, The Claire Trevor School of the Arts, and Student Life & Leadership,

 

Whereas, ATV lacks in funds for proper equipment and ability to go to workshops to be trained,

 

Whereas, the Measure ATV fee aims to provide resources and personnel needed to pursue the goal of extended knowledge of events on the UCI campus as well as giving students hands-in training with tools that will be used in the professional world,

 

Whereas, more funding to help the ATV department grow professionally, by teaching undergraduate students about digital broadcast TV via its Youtube station,

 

Whereas, the proposed fee shall provide more funding towards the growth of visual media overall, which can be used as a platform to promote awareness on campus through text and visual based media,

 

Whereas, a fee of $0.75 (before return-to-aid of 33%) per student per quarter will assist in providing the much needed equipment, training, retention, and sense of community through awareness among the students of UCI,

 

Therefore, let it be resolved that the “Measure ATV: AnteaterTV Visual Media Initiative” be placed on the ballot for the Spring 2018 Elections to be voted on by the student body with the approval of ASUCI Senate,

 

Let it be resolved that the ballot language will read as follows:

 

Measure ATV: AnteaterTV Visual Media Initiative

 

Do you approve the creation of a per student per quarter fee of $0.75 effective fall quarter 2018 to support the expansion of operational and programming costs of Student Media – AnteaterTV (ATV)?

 

  • The fee will be charged to only undergraduate students.

  • The fee will be assessed during the fall, winter, and spring quarters.

  • The fees collected will be managed by Student Media. An audit of the use of these funds may be provided upon request.

  • In accordance with campus practice, 33% of the fee increase will be returned to financial aid to help offset the cost of this fee for students who are eligible for financial aid.

  • Starting fall 2023, the fee will increase annually based on the California Consumer Price Index (CPI) to offset the effects of inflation. The CPI will be taken from the California Department of Finance’s calendar year annual average of all urban consumers’ CPI‐U.

  • AnteaterTV – Student Media is responsible for providing an annual report to the Chancellor on its programming and operations to ensure the proper and effective use of the fees collected. In addition, this report will be presented to the ASUCI Senate.  Upon request, this report shall be available.

  • This fee will sunset on its 30th year (2047-48) unless the student body reaffirms this fee. This fee can be reaffirmed as early as the 26th year (2043-44); otherwise, if there is no vote to reaffirm this fee by the end of its 30th year (2047-48), the fee will terminate.

  • In order to pass, this referendum will require a 20% eligible undergraduate voter turnout rate during the ASUCI Spring Elections, of which 60% of those votes need to be yes votes.
